该文阐述了西安市长安区和高陵县依据当地实际,采取形式多样的土地流转模式,取得了较好的经济和社会效益,但也存在因观念问题、土地流转程序不规范、市场机制不健全、法规不完善等产生的诸多制约因素。因此,该文提出应该在尊重农民意愿的基础上,进一步规范土地流转程序、健全法律法规、发展社会服务业、创新流转机制等,加速土地科学合理流转,同时也要保护耕地,确保粮食安全,保障农民利益。

Currently,land transfer issue has become one of the most important problems in China.Chang＇an district and Gaoling county have taken different forms of land transfer mode based on the actual local condition,and achieved good economic and social benefits.However,issues such as outfashioned mentality,understandardized land transfer process,imperfect market mechanism as well as laws and regulations,have contained the development of land transfer.The author suggests that land transfer process be further standardized,the relevant laws and regulations be improved,social services be developed and transfer mechanisms be innovated to accelerate the flow scientifically and rationally based on the willingness of peasants.The author also points out that farmland should be well protected to ensure food security and farmers＇ interests.
