“二战”后,德国经历了由臣服型政治文化向参与型政治文化的变迁和转型,实现了政治的西方民主化与现代化。这一转变是多种因素共同作用的结果。由“联邦政治教育中心”所代表和推动的国家政治教育工作,充当了政治体系与政治文化之间的中介角色,在“二战”后德国社会形成西方资产阶级政治文化的过程中发挥了重要作用。

After the World War Ⅱ, Germany has experienced a transition and transformation from a submis- sive political culture to a participating one. As a result, it has finally realized the west democratization and mod- ernization in politics. This transformation was brought about under the effect of multiple factors. In this process, the political education of the country represented and motivated by "Federal Agency for Civic Education" has played a role of mediator between political system and political culture. "Federal Agency for Civic Education" has thereby played a vital role in the formation of capitalist political culture in postwar Germany.
