University libraries need to exert cultural functions, and promote a good reading habit of university students. In the current poor reading climate of university students,we should dialectically recognize the relations between individuality and universality,openness and systematicness as well as regularity and continuity,in order to carry out reading popularization more scientifically and rationally,so that it can show its real effects.
