本文在深入调研的基础上，利用详实的统计数据，借鉴发达国家出租汽车行业发展的历史，科学分析了当前浙江省出租汽车行业存在的问题，创造性地提出了“出租汽车定位的双重性”——既是“私家车的补充”、又是“公共交通的补充”的观点，并对破解“出租汽车难题”提出了切实可行的对策。

Based on in - depth field investigation and solid statistics, together with the study of development history of taxi industry in developed countries, the paper analyzes the problems of taxi industry in Zhejiang Province in a scientific way. In addition, the paper proposes the dual nature of taxi service, namely： as a complement to private ears and a complement to public transportation. Lastly, some solutions are put forward.
