充分利用丰富的海洋生物种类和现代渔业技术，合理开发广阔的海洋和沿海滩涂，建设“蓝色粮仓”，有助于人类彻底摆脱粮食安全的困扰。虽然广阔的海域和沿海滩涂、丰富的海产品种类、不断改善的海洋生态环境，奠定了“蓝色粮仓”的建设基础，但近海养殖空间受到工业等建设项目的严重挤压、海洋科技优势未能充分发挥、缺乏示范能力强的龙头企业和品牌产品、规划编制滞后、相关扶持政策不完善等也是“蓝色粮仓”建设面临的突出问题。为此，应充分发挥海洋科教实力雄厚、海洋经济发展初具规模、海洋政策优势逐步显现、港口集疏运比较发达、海域空间拓展潜力较大的优势，化解问题，推动“蓝色粮仓”建设。

Making full use of the rich marine bio-species and modern fishery technology and developing the broad ocean and coastal beaches reasonably to build up a ＂blue granary＂ will help human beings get rid of the food security problem. The vast ocean and coastal beaches, rich species and constantly improved marine environment have constructed the foundation of ＂ blue granary＂, however, it also embraces some prominent problems. The offshore culture space is seriously extruded by the industrial projects; the advantages of marine science and technology have not been completely displayed; leading and demonstrating en- terprises and brands are not sufficient. In addition, the lag of planning and the imperfection of supporting policies are also the typical problems. Therefore, we should give full play to the advantages of marine science and education strengths, the taking-shape of marine economic development, the gradual appearance of marine policies predominance, the developed port transportation and the great potentiality of ocean space expansion and resolve the problems so as to promote the construction of ＂blue granary＂.
