为了提高IT工程项目管理能力、预防通信事故发生,及时识别出IT工程建设中具体的21项风险因素,本研究建立了以设计、人员技术力量、管理、工程实施、安全措施五个风险因素等为一级指标的评价指标体系,采用综合模糊评价法对新疆电信CDMA核心网扩容项目的总体风险进行了评定,提出了相应的风险应对措施。

In this paper,a classic evaluation index system is established for improving the managing capability of engineering project,preventing communication accidents,and identifying 21 risk factors of IT engineering construction,with five risk factors for one class index such as design,the personnel and technical force,management,project implementation,and security measures.This system is used not only to assess the overall risk of CDMA core network expansion project of XinJiang Telecom by using the comprehensive fuzzy evaluation method,but also to put forward the relative risk response measures.
