在济南惨案后各地发生的抵制日货运动中,大多数商人不愿意甚至反对参加抵货运动。主要表现在：在抵货运动的前期,在大势所趋下,商人只好与反日组织争夺抵货中检查日货的领导权;在抵货运动的中期,双方争执的焦点在于被扣货物如何处罚上;在抵货运动的后期,商人虽借口反日组织的工作存在弊端而发难,但其内心是期望抵货运动能尽早结束。由于中国经济处于弱势地位,国货不能自给,抵货运动很难坚持下去。

After the Jinan Massacre,most merchants were reluctant to participate in or even opposed to the widespread boycott movement of Japanese goods.In the early stage,because of the social pressure,they had to take part in the boycott of Japanese goods but tried to compete with the anti-Japanese organizations for the leadership of the movement.In the mid-term,the focus of dispute was about the penalties to be imposed on the detained goods.In the late stage of the movement,the merchants launched an attack on anti-Japanese organizations under the name of fighting their malpractices,but their real intention was to bring an end to the boycott movement as early as possible.At that time,China was unable to be self-sufficient in its domestic products because of its weak economy,so the movement cannot be sustained.
