补贴规则最早出现在GATT第十六条。关贸总协定在1955年和1960年分别对GATT补贴规则进行了修改。这些修改内容体现在东京回合谈判达成的《补贴与反补贴守则》之中。乌拉圭回合谈判通过《农业协议》和《补贴与反补贴措施协议》进一步规范了对工业品生产者补贴的规则,并开启了遏制农业贸易补贴的努力。然而,2001年开始启动的多哈回合谈判至今未能形成一致意见,其主要原因就是谈判各方在农产品补贴问题上仍然分歧较大,这些都说明多边贸易体制下的补贴规则还需要进一步完善。

The subsidies disciplines first appear in Article XVI of the GATT. The Contracting Parties of the GATT reviews and amends the subsidies disciplines in 1955 and 1960. These amendments are contained in the Subsidy and Countervailing Measures Code which is made during the Tokyo Round Negotiations. This code again becomes the starting point of the Uruguay Round Negotiations on subsidies disciplines. The U-ruguay Round Negotiations uses a double-track of the Agriculture Agreement and the Subsidy and Counter-vailing Measures Agreement to discipline the subsidies. These improvements further restrict the subsidies on manufactured products and make the initial steps to discipline the subsidies on agricultural products. Nev-ertheless, the Agriculture Agreement contains some internally-installed issues. The Doha Round Negotia-tions, which starts from 2001, has not made any consensus on these issues. One of the reasons accounting for this is the difference of the positions of the negotiators on the subsidies for agricultural products. All of these indicate that the subsidies disciplines under the multilateral trade system are far from completion.
