对金砖四国国家创新体系存在的问题进行梳理与比较，研究发现：一方面，金砖四国国家创新体系存在过分偏重于创新的研发和技术因素，以及各种创新政策缺乏有效融合的共性问题；另一方面，金砖四国国家创新体系都因缺乏某种根植性而存在各自的个性问题。只有从本国特定的经济社会条件和全面发展的视角来考虑本国的创新政策，才有可能构建一个高效的国家创新体系。
對金磚四國國傢創新體繫存在的問題進行梳理與比較，研究髮現：一方麵，金磚四國國傢創新體繫存在過分偏重于創新的研髮和技術因素，以及各種創新政策缺乏有效融閤的共性問題；另一方麵，金磚四國國傢創新體繫都因缺乏某種根植性而存在各自的箇性問題。隻有從本國特定的經濟社會條件和全麵髮展的視角來攷慮本國的創新政策，纔有可能構建一箇高效的國傢創新體繫。
대금전사국국가창신체계존재적문제진행소리여비교，연구발현：일방면，금전사국국가창신체계존재과분편중우창신적연발화기술인소，이급각충창신정책결핍유효융합적공성문제；령일방면，금전사국국가창신체계도인결핍모충근식성이존재각자적개성문제。지유종본국특정적경제사회조건화전면발전적시각래고필본국적창신정책，재유가능구건일개고효적국가창신체계。
This paper reveals two insights by listing and comparing the problems in National Innovation Systems （NIS） of the BRIC. The common problems in each NIS of the BRIC are that too much more emphasis has been put on R＆D and technical factors and there are not effective integrations of kinds of innovation policies. On the other hand, there are some special problems in NIS of the BRIC since the lack of embedness. An efficient NIS can be constructed only when the inno- vation policies have been made from the views of special economic and social conditions in each country and the overall de- velopment.
