在分析公务员竞争性选拔制度渐进式变迁方式和路径依赖的基础上,本文梳理竞争性选拔制度变迁现状,剖析竞争性选拔制度供给不足、技术支撑不力、公开程度不高、监督约束不强等问题及其制约因素,指出竞争性选拔制度主体化、民主化、科学化的变迁方向,并提出须强化制度供给意识和顸层设计理念,制定主动变迁策略,如完善制度、常态推进、协调双轨、考任分离、增量发展等。
在分析公務員競爭性選拔製度漸進式變遷方式和路徑依賴的基礎上,本文梳理競爭性選拔製度變遷現狀,剖析競爭性選拔製度供給不足、技術支撐不力、公開程度不高、鑑督約束不彊等問題及其製約因素,指齣競爭性選拔製度主體化、民主化、科學化的變遷方嚮,併提齣鬚彊化製度供給意識和頇層設計理唸,製定主動變遷策略,如完善製度、常態推進、協調雙軌、攷任分離、增量髮展等。

Based on the analysis of the motivation and path of competitive selection institutional change, this paper shows the present situation of the competitive selection institution, and also discusses the problems such as deficiency in system supply, lack of technical support and public knowledge, failure of supervision. By analyzing the restraining factors on path dependence, lack of inductive change etc, it presents the institution change direction of competitive selection in suhjectification, democratization and scientification. Meanwhile, it proposes the necessity of intensifying institutional supply consciousness and reinforce top-level design concept, formulates the initiative change policy. At last it also points out the initiative change policy through perfecting institution, regular advance, coordinating double-track selection and appointment, divorce of examination and appointment system, increment development and so on.
