工业民主理论产生于早期资本主义社会解决工厂内部劳工问题的需要。作为一条主要线索,民主价值与管理价值之间的互动关系贯穿于整个工业民主理论的历史发展进程当中。从工业民主理论的早期发展历程来看,工业民主是对以资本利益为导向的管理价值的纠正和补充;在当代,由资本强势地位的加强所导致的工业民主制度的衰微,使民主价值与管理价值产生了冲突,进而使工业民主理论面临如下困境:工业民主能否挑战企业内部的产权关系?工业民主能否平衡经济平等与经济效率之间的冲突?针对所面临的困境,工业民主理论必须通过变革才能获得生命力。民主与管理的价值整合是当代工业民主理论的变革趋势,具体体现在:通过强调员工对企业的产权参与,使参与管理的内容发生变革;通过强调员工对企业的综合参与,使参与管理的形式发生变革。

The industrial democracy theory came into being in the early capitalist society to meet the demand of solving the problem of factory internal labor relationship. As the main clue, the interactive relationship between the democracy value and management value ran through the whole historic development of the industrial democracy theory. Looking from the early development process of the industrial democracy theory, industrial democracy was the redress and supplement of the management value which was capital interest based. In the present age, the decline of the industrial democracy system which was caused by the reinforcement of the dominant position of the capital, results the conflict between democracy value and management value, and made the industrial democracy theory faced the dilemma as follow: Can the industrial democracy challenge the internal property rights of enterprises? Can industrial democracy balance the conflict between economic equality and economic efficiency? In view of dilemma, only through reform can industrial democracy theory get vitality. The value integration of democracy and management is the reform tendency of present industrial democracy theory, such as: make the management content be changed by emphasizing the employees' participation in enterprise property right; make the management forms be changed by emphasizing employees' comprehensive participation in enterprise.
