Mother tongue of ethnic minorities is the carrier of ethnic identity and culture,and education plays a core role in its inheritance.This is of particular importance for ethnic minorities.In this regard,the group-differentiated rights of ethnic minorities in their mother tongue education should be a basic human right.Nevertheless,the current international legislation merely acknowledges and guarantees its legal status,contents and state obligations in theory.Therefore,the analysis of the achievements and defects of the international legislation will help to deepen the cognition of its theory and improve the protection of its legislative practice.
