对比分析1993—2008中央、省、市、县乡政府财政收入与支出的发展趋势,发现农村公共财政薄弱。同时,短期GDP和财政收入作为政治激励的主要指标,诱使地方政府官员把有限的农村财政资源投入＂单程晋升锦标赛＂中,更弱化了农村公共财政。在新农村建设中,必须求真务实,务求实效,完善财政分权与政治激励制度,加强农村公共财政：化解地方政府债务,加大农村公共财政投入;规范财权与事权,完善我国财政分权制度;规划功能区域,改革考核选拔激励制度。
對比分析1993—2008中央、省、市、縣鄉政府財政收入與支齣的髮展趨勢,髮現農村公共財政薄弱。同時,短期GDP和財政收入作為政治激勵的主要指標,誘使地方政府官員把有限的農村財政資源投入＂單程晉升錦標賽＂中,更弱化瞭農村公共財政。在新農村建設中,必鬚求真務實,務求實效,完善財政分權與政治激勵製度,加彊農村公共財政：化解地方政府債務,加大農村公共財政投入;規範財權與事權,完善我國財政分權製度;規劃功能區域,改革攷覈選拔激勵製度。
대비분석1993—2008중앙、성、시、현향정부재정수입여지출적발전추세,발현농촌공공재정박약。동시,단기GDP화재정수입작위정치격려적주요지표,유사지방정부관원파유한적농촌재정자원투입＂단정진승금표새＂중,경약화료농촌공공재정。재신농촌건설중,필수구진무실,무구실효,완선재정분권여정치격려제도,가강농촌공공재정：화해지방정부채무,가대농촌공공재정투입;규범재권여사권,완선아국재정분권제도;규화공능구역,개혁고핵선발격려제도。
By comparison and analysis the financial income and outcome development trend of governments at provincial,city and county levels from 1993 to 2008,the result shows the weakness of ru- ral public finance. Moreover,as the main target of political promotion, short-term GDP and financial in- come lured local government officials to invest the limited rural financial resources into a one-way promo- tion championship and therefore weakened the rural public finance. In the new rural construction, we should： （1） resolve the debt of local governments and increase public financial investment in rural areas, （2） improve and regulate the system of fiscal decentralization and political incentives,regulate the finan- cial authority and powers, and perfect fiscal decentralization system, and （3） plan functional areas, reform assessment and incentive system, and strengthen the construction of rural public finance.
