利用山东省统计年鉴数据和联合国政府间气候变化专门委员会(IPCC)公布的碳排放计算公式和碳排放系数,对山东省2001—2010年的能源消费和碳排放情况进行分析。结果表明:山东省一次能源消费由2001年的11649.88万t标准煤增长到2010年36357.25万t标准煤,年均增长12.05%;碳排放量由2001年12308.17万t增长到2010年30881.45万t。年均增长9.(,4%,由煤炭引起的碳排放量占73.09%;碳排放强度量下降趋势,由2001年的1.21t/万元下降到2010年0.78t/万元,年均下降4,23%。针对山东省能源消费与碳排放现状,提出了相关建议。应大力发展低碳经济,改变高耗能的发展方式,积极促进山东省产业结构调整和升级,实现经济社会可持续发展。

Analyzing energy consumption and carbon emission in Shandong province is important in implementing policies regarding energy saving, emissions reduction, and low-carbon economy. Using the data from Shandong statistical yearbooks and the calculation methodology and carbon emission coefficients adopted by the IPCC (2006) , the paper analyses the energy consumption and carbon emissions in Shandong province, and analyses the effects of introduction of carbon tax on Shandong' s economy. The result shows the primary energy consumption increased continuously, from 11 649.88×10^4 t in 2001 to 36 357.25×10^4 t in 2010. The carbon emissions from energy consumption increased froml2 308.17×10^4 t in 2001 to 30 881.45×10^4 t in 2010, and the average annual rate is 9.64% ; the percentage of coal consumption is 73.09%. Carbon emission intensity continues the downward trend, higher than that in China and the global average, decreed from 1.21 t in 2001 to 0.87 t in 2010. Introducing carbon tax in China is an important measure reduce carbon emission and protect the environment, but will have negative effects on economy in the short term. However, it will be beneficial to harmonizeing economic and energy structure and social sustainable development. In view of the existing situation, the paper gives some suggestions: we should strive to develop low-carbon economy, and positively promote industrial restructuring and upgrading by improving the high energy-consuming production mode in order to achieve sustainable and economic development.
