Spellings Committee Report is the most important proposal to promote American higher education policy reforms in 21st century, which not only provide the amendment legislation for Higher Education Act, but also draw the blueprint of federal policy reforms on higher education. The report finally determines four important topics on higher education reforms, which are accessibility, affordability, quality and innovation and accountability. American policy reforms are initiated by the federal government and democratically discussed by representatives from different social organization. The government carries out the policy reforms by the means of legislation and appropriation, giving enough autonomy to states and institutes. The American experience of higher education policy reforms is meaningful to us.
