三江并流区是我国多种类型贫困的重叠区，该区域是我国限制开发区，同时也是我国重要的生态平衡区。由于区域的特殊性，三江并流区的贫困人口众多、贫困率高、致贫因素复杂等因素贫困程度比较高。针对其致贫因素的多样性和特殊性，通过采取培育制度安排、发展特色文化产业、培育乡村能人、发展乡镇经济等内生增长方式对该区域构建特色反贫困机制。
三江併流區是我國多種類型貧睏的重疊區，該區域是我國限製開髮區，同時也是我國重要的生態平衡區。由于區域的特殊性，三江併流區的貧睏人口衆多、貧睏率高、緻貧因素複雜等因素貧睏程度比較高。針對其緻貧因素的多樣性和特殊性，通過採取培育製度安排、髮展特色文化產業、培育鄉村能人、髮展鄉鎮經濟等內生增長方式對該區域構建特色反貧睏機製。
삼강병류구시아국다충류형빈곤적중첩구，해구역시아국한제개발구，동시야시아국중요적생태평형구。유우구역적특수성，삼강병류구적빈곤인구음다、빈곤솔고、치빈인소복잡등인소빈곤정도비교고。침대기치빈인소적다양성화특수성，통과채취배육제도안배、발전특색문화산업、배육향촌능인、발전향진경제등내생증장방식대해구역구건특색반빈곤궤제。
The - Three - parallel - river Area is an overlapping area with multiple types of poverty where limits the development, it also is an important Eco - balanced area in China. Because of the specialties of this area, the reasons causing more poor people, high- er rate of poverty and the whole area＇ s poverty are complicated. Based on the diversity and the specialties of its poverty, through adop- ting foster institutional arrangement, developing the characteristics of cultural industries, fostering rural genius, and encouraging rural economics, this paper discovers the endogenous growth model to build an anti -poverty mechanism especially for this area.
