从政策供给角度来看，西部地区招商引资优惠政策体系完整，数量丰富，但存在“特惠”政策偏少、衔接机制不畅、落实范围有限、法律制约增多等问题。文章认为应从加强优惠政策制定的规范性、针对性和衔接机制，形成西部特色，改善投资环境等方面进行改进。

However, some problems were shown as follows： less special policies and cohesive mechanism, only be fulfilled in a limited range and be restricted by law more and more, etc. The improvement advices are strengthening the normative, pertinence and coordination mechanism of the policy, formatting the western characteristic and improving the investment environment.
