针对城市旧工业区更新发展中存在的物质环境更新与经济社会发展不平衡、局部地区更新与地区整体发展不平衡的问题，结合当前文化需求不断提高的国民经济发展阶段，探讨了文化规划的内涵及其对旧工业区再生的意义，提出以文化规划为主导进行旧工业区再开发的主张，并结合实例分析了文化规划主导下的以发展文化产业为特征的经济目标引导型、以引入文化事件塑造城市品牌为特征的社会发展引导型和以建设标志性文化设施为特征的物质环境目标引导型三种旧工业区的再生类型。
針對城市舊工業區更新髮展中存在的物質環境更新與經濟社會髮展不平衡、跼部地區更新與地區整體髮展不平衡的問題，結閤噹前文化需求不斷提高的國民經濟髮展階段，探討瞭文化規劃的內涵及其對舊工業區再生的意義，提齣以文化規劃為主導進行舊工業區再開髮的主張，併結閤實例分析瞭文化規劃主導下的以髮展文化產業為特徵的經濟目標引導型、以引入文化事件塑造城市品牌為特徵的社會髮展引導型和以建設標誌性文化設施為特徵的物質環境目標引導型三種舊工業區的再生類型。

The regeneration of old industrial areas in the cities has a series problem such as unbalanced development between the physical environment＇ s updating and the economic and social development; and unbalanced development between the section and the region. This article investigates the meaning of the cultural planning and its significance for the regeneration of industrial areas under the stage of the current increasing de- mand for the cultural context, and proposes that the cultural planning should lead the old industrial areas to regenerate. This article lists three types of regeneration of old industrial areas un- der the guidance of cultural planning. One type is the economic objectives- led that characterized by developing culture indus- try. The other type is the social development - led that charac- terized by the introduction of cultural events in shaping the city brand. And the third type is the physical environment- led that characterized by the building of landmark cultural facilities.
