已有的研究主要关注政府总体上的教育和科技投入水平及其经济后果，却忽视了政府层级结构可能起到的激励作用。基于中国省级面板数据的空间计量经济学研究发现，地方政府教育和科技支出竞争会影响社会的人力资本水平和知识创新激励，从而影响到各地区的技术进步和创新水平。特别是，这种影响主要表现为负的溢出效应，即一个地区增加自身的教育和科技支出会降低邻区的创新，这就可能导致各地区之间的恶性创新竞争，可能会影响总体创新和未来的经济增长。

The existing research always focuses on the government general input level of education and science ＆technology and its economic consequences, but ignores that the government hierarchy incentives may play a role. Utilizing China＇s provincial panel data and a spatial econometric model, we find some evidence that the local government expenditure on education and science ~ technology will affect the human capital level and the knowledge innovation incentives, thus affecting the technological pro- gress and innovation level. In particular, this effect manifested as a negative spillover effect, that is, a local government to increase own education and science ＆ technology expenditure will reduce innovation in adjacent areas, which may lead to vicious competition in innovation between regions, and may affect the overall innovation and future economic growth.
