库兹涅茨的“倒U曲线”理论，实际上只是对社会转型时期初次分配过程中收入差距变化的一种假设，对社会生活有着更为直接影响的实际收入差距从来就不存在自然扩大或缩小的问题，它实际上始终都是社会政策调整的结果。通过社会政策把实际收入差距调整到一定范围之内，这是战后以来资本主义生产方式能够持续运转的一个重要经验。西方社会政策发展的历程和经验表明，社会政策已经成为现代社会制度的重要组成部分，是世界各国在发展中进行自我调节的重要机制，作为调节收入差距的工具，它通过控制收入在国民间的配置，促进社会公正，成为保证社会持续稳定运转的重要工具。对我国而言，必须大力发展和完善社会政策建设，以达到控制收入差距、促进社会公正、维护社会稳定和谐的目的。目前，提高社会政策的统筹性，建立健全城乡一体、3--农一体的社会政策，加强社会保障制度的建设与落实，提高农村社会政策的投入和建设水平，是当务之急。

Simon Kuznets＇＂inverted U-curve hypothesis＂ is about the first distribution of national income during the transitional period. Actually there is never a natural change in real income gap which has direct influence on social life. Change in income gap is always the result of social policy adjustment. One of the important reasons for Western countries to achieve sustained operation of capitalist mode of production after World War II is to keep the real income gap within a certain range through adjusting social policy. The social development in Western countries indicates that in modern societies social policies have become an important component of social institutions and serve as an important mechanism of self-regulation in the course of social development. As a tool to control the in- come gap, social policies could promote social justice and safeguard the sustained and stable operation of modern societies by adjusting income distribution in the national economy. Such practices have important implications on social policy making for China. It is necessary for China to develop and perfect social policies to control income gap to promote social justice and maintain social stability and harmony. At present, priority should be given to improve the social policy as a system, establish and improve policies on the integration of urban and rural areas, workers and farmers, strengthen the construction and implementation of social security system, and increase input in and improve the construction of rural social policies.
