在中国,经济发展和气候变化正在以危险的方式交织在一起,发展低碳经济正是解决这一矛盾的有效途径。但同时未来低碳经济的发展必须基于对现状的了解之上。既有的低碳经济区域研究主要集中在构建评价指标和环境效率的分析上,缺乏对中国省际的低碳经济效率的研究。本文选择人类发展指数(HDI)和碳生产率作为产出变量,通过Super-SBM模型对2009年中国30个省市的低碳经济效率进行分析排序,并和以往的效率评价指标进行对比,分析非市场福利因素对投入产出效率的影响。通过低碳经济效率和HDI来综合评价各地区的低碳经济发展水平,并针对各个地区的低碳经济发展现状,提出中国未来实现低碳目标的分区域减排对策。

In China, economic development and climate change are intertwined in a dangerous way, so low-carbon economy is an effective way to resolve this contradiction. But the future development of low-carbon economy must be based on under- standing of the current situation. The existing regional studies of low-carbon economy mainly focused on building evaluation and environmental efficiency analysis and lacked the Chinese inter-provincial study of low-carbon economic efficiency. This paper chooses the human development index (HDI) and carbon productivity as output variables. Through Super-SBM mod- el, analyzes the low-carbon economic efficiency of 30 provinces in 2009. Compare with the previous efficiency evaluation, the impact on the input-output efficiency is analyzed when non-market welfare factors are considered. Evaluate the low-car- bon economic development through low-carbon economic efficiency and HDI, then put forward the sub-regional emission re- duction strategies according to low-carbon economic development present situation of various regions.
