介绍了浙江省国有林场现状,结合当前改革进展和取得的经验,分析了改革的成功原因,提出国有林场改革建议。改革前,浙江省110个国有林场,总负债近5亿元,46个国有林场收不抵支。2008年以来,通过定性定位定编、财政补助、分流富余人员以及对退休职工社保托管等改革措施,林场管理职能明确,基础设施建设得到加强,职工居住条件得到逐步改善,其改革思路可作借鉴。

This paper presents the state-owned forest status quo in Zhejiang Province, combined with the current progress of the reform and lessons learned, analyze the reason for the success of the reform, put forward proposals for reform of state-owned forest. Before the reform, there are 110 state-owned forest farms in Zhejiang Province, total liabilities of nearly 500 million yuan, 46 state-owned forest farm income over expenditure. Since 2008, by set- ring a quota for qualitative and quantitative analysis, financial assistance, diversion of surplus workers and retired workers the social security hosting and other measures, with clearly defined functions of forest management, infra- structure construction has been strengthened, workers living conditions gradually improved, its reform ideas can be used for reference.
