政治因素对中欧经贸关系产生了消极影响。欧债危机下，出于对全球化发展的忧虑．为了维系与美国的紧密关系、主导未来的中欧投资关系，欧盟仍拒绝承认中国的完全市场经济地位、尚未解除对华军售禁令、继续限制对华高科技出口，并将国际投资问题政治化。中国需要在非政治敏感领域同欧盟加强合作：在资源问题上加强与欧盟的沟通协调，鼓励中国中小企业到欧盟投资、同欧盟中小企业开展能源领域的科技创新合作，鼓励欧盟成员国企业积极参与中国城镇化进程、到中国投资兴业，运用世贸组织规则纠正欧方的对华不合理政策，并通过中欧经贸协定和中欧投资协定谈判维护中国利益，从而避免政治因素的干扰，实现中欧“双赢”。

Political factors have a negative influence on China-EU economic relationship. In the context of the European sovereign-debt crisis, EU has not yet recognized China＇s full market-oriented status, has not removed the arms embargo to China, and has imposed many restrictions of its high technology exports to China, because of its anxieties about globalization evolution and its willingness to maintain EU-USA close relationship and to occupy the leading position in EU-China investment relationship. In order to avoid the disturbance of political factors, China needs to strengthen the cooperation and communication with EU in the sphere of resource issues, promote the cooptration between Chinese and European small and medium-sized enterprises in scientific and technical innovation in the sphere of energy, encourage EU members＇ enterprises to join Chinese urbanization actively and to invest in China, apply TWO law to remedy European unseasonable policies to China, and protect China＇s interests through China-EU trade and investment agreement negotiations, so as to attain a ＂win-win＂ situation.
