农村公共产品长期供给不足和传统的城乡二元结构,是当前农村体育事业发展的主要矛盾和重要制约因素,在拓宽农村体育公共产品供给渠道之前,必须明确农村体育公共产品的法律属性。肯定农村体育公共产品的准公产属性,明确所有权或管理权,确保使用权和收益权,限定使用权。只有明确权利归属,才能保障农村体育公共产品供给体系的良性发展。

Currently, the long--term shortage of public product and the traditional urban--rural dual structure are the two main contradictions and obstacles of rural sports development. Before the supply channel of sports public product has been broadened in rural area, the legal nature of rural sports public product had to be clarified. By affirming the quasi--public nature of rural sports public products, clarifying their ownership or management rights, guarantee the right of use and usufruct, can the right of ownership become explicit, consequently, the rural sports pub- lic products supply channel can develop well and rapidly.
