运用文献资料、逻辑分析等方法阐释体育行政处罚自由裁量权的概念，主张一切与体育有关的行政处罚自由裁量权都可称为体育行政处罚自由裁量权。分析其主体多元性、行使对象广泛性、涉及内容多样性等特征；论证体育行政处罚自由裁量权存在被滥用的可能性及对其予以规制的必要性。

Literature, logic analysis and other methods are adopted to interpret the concept of the discretion of sports administrative penalty. It is claimed in the paper that all the administrative penalty discretions that have to with sports can be called sports administrative penalty discretions. The paper further analyzes of the pluralism of the subject, the universality of the enforcement objects and the diversity of the contents. The paper also demonstrates the possibility of abusin~ the discretion and the necessity of rezulatin~ it.
