作为高技术和战略性产业，制造业一直是全球产业竞争的焦点。在开放、竞争的市场环境中，企业技术创新能力是企业生存的前提与基础，更是企业核心能力形成并获得竞争优势地位的必要条件。了解和分析日本企业“不二越”到技术创新特点，并从产业政策、创新模式、企业文化等方面分析其成因，对于探讨我国产业的发展具有积极的借鉴意义。

As a high tech and strategic industries, manufacturing has been the focus of global enterprise competition. In an open and competitive market environment, enterprise technology innovation ability is the premise and the foundation for the sur vival of the enterprise, as well as the essential condition under which the enterprise core competencies are formed and the com petitive advantage status is achieved. It is significant for the exploration of Chinese industrial development to understand and to analyze the technology innovation characteristics of the Japanese enterprise ＂NACHI＂ and the cause of such characteristics from the perspective of the industrial policy, innovation model and corporate culture.
