构建科学发展评价指标体系是贯彻落实科学发展观的基础性制度建设工作。科学发展应是以人为本的、全面协调的、有效率的、公平的和在技术进步基础上的可持续发展。围绕这些内涵,立足国情,并总结借鉴国内外相关的理论和实践探索,建立以物质、政治、精神、社会和生态＂五个文明＂为主要评价领域,以学有所教、劳有所得、病有所医、老有所养、住有所居的＂五有社会＂为重点评价内容的核心评价体系。在此基础上,根据省级行政区、大城市和国家等评价对象的特点,提出了评价这些对象时需扩展的内容。

The construction of evaluation system on scientific development is the work of rule construction to implement scientific development. Scientific development is sustainable development based on humanity, comprehensive coordination, efficiency, equality, and advancement in technology. With these connotations and national conditions, and in combination with theories and practices concerned both at home and aborad, we propose the ＂Five Civilizations＂ as the main evaluation areas, which include materials, politics, spirits, society and ecology, and ＂to teach after learning, to be paid after working, to be cured after being sick, to be supported after being old, and to reside after searching for a house＂ as the main evaluation contents. And based on these, we propose the extended evaluation contents according to different situations.
