审视了我国城乡群众体育发展的影响因素，并从组织管理、资源环境、社会背景、意识观念和政策法规等维度对我国城乡群众体育发展的阻滞机制进行了分析。提出了强化组织管理，推行社会化运行；优化社会综合环境，树立同步建设、配套发展的科学发展观；适时加强资源环境建设与完善；强化意识观念，注重思想引领；强化法制化建设，注重制度保证等治理方略。

This paper examined the development of sports for all in urban and rural areas in China, with regard to limiting factors coming from organization management, resources and environment, social background, ideas, policies and regulations. Development countermeasures based on the scientific outlook for strengthening the management, for promoting the social operation, for optimizing the social comprehensive environment, for establishing the synchronized construction were proposed. Meanwhile, better ideas, legislation, system guarantee were suggested.
