乡镇企业的兴起、发展及改制是改革开放后中国农村经济社会变迁的一个重要方面。农村经济社会的内在需求．催生并推动着乡镇企业的发展；农村经济社会的外部压力，迫使乡镇企业改制并为统筹城乡发展艰难试水。在农村经济社会的内外因素影响下，乡镇企业的发展受制于国家与农民在政策取向上的一致或分歧。
鄉鎮企業的興起、髮展及改製是改革開放後中國農村經濟社會變遷的一箇重要方麵。農村經濟社會的內在需求．催生併推動著鄉鎮企業的髮展；農村經濟社會的外部壓力，迫使鄉鎮企業改製併為統籌城鄉髮展艱難試水。在農村經濟社會的內外因素影響下，鄉鎮企業的髮展受製于國傢與農民在政策取嚮上的一緻或分歧。

The rise, development and restructuring of township and village enterprises is an important aspect of the change in economy and society of China＇ s rural area in the three decades since the reform and opening-up. The inner demand of rural economy and society gave birth to and promoted the development of township and village enterprises while the external pressure of rural economy and society forced township and village enterprises to be restructured and to make a hard effort for balancing urban and rural development. Influenced by internal and external factors of rural economy and society, the development of township and village enterprises is subject to whether coincidence of state＇s policy and farmer＇ s opinion or not.
