以包容性发展的视角来探讨农村金融创新，分析我国当前农村金融创新所面临的供需结构失衡严重，难以适应金融发展的要求、金融创新市场竞争格局缺失，农村金融服务效率偏低、农村金融创新相关配套制度建设滞后等问题，并从构建多层次包容性金融市场、提高组织结构的包容性、改善农村金融创新制度激励的包容度三方面来积极构建农村包容性金融创新体系。
以包容性髮展的視角來探討農村金融創新，分析我國噹前農村金融創新所麵臨的供需結構失衡嚴重，難以適應金融髮展的要求、金融創新市場競爭格跼缺失，農村金融服務效率偏低、農村金融創新相關配套製度建設滯後等問題，併從構建多層次包容性金融市場、提高組織結構的包容性、改善農村金融創新製度激勵的包容度三方麵來積極構建農村包容性金融創新體繫。
