农村社区建设的滞后性及体育组织文化建设的薄弱性，不利于实现全民健身计划和城乡一体化的目标。公民社会的到来，催生了农村社区体育组织文化建设的需求。以体育组织文化和公民社会理论为指导，对农村社区体育组织文化建设的契机进行分析，提出新农村社区体育组织文化建设的策略，如发展农村社区体育组织，加大农村社区体育组织的投入，提升农村社区居民参与意识和能力，健全组织体系等。

The lagging of rural community construction and the weakness of sport organization culture construction in rural community affect the operation of national fitness plan and the goal of urban and rural integration. The arrival of civil society improves the demand of culture construction of sport organization in rural community. With the theories of sport organization culture and civil society, the study analyzes the opportunity of the culture construction and proposes the strategies thereafter, that is, to develop sport organizations of rural community, increase the input to improve the participation and ability of physical exercises for rural people, and to complete the organization system, etc.
