一个完善有效的征信体系运行机制至少由完备的征信数据库、完善的征信法律法规、发达的征信机构以及适度的政府监管等几个要件构成。我国中小企业征信体系建设取得了一定的成绩，并呈现出鲜明的时代特征。然而，建设中面临一些制约因素，阻碍了其发展。因此，必须积极推进征信立法进程；完善中小企业征信数据库；发展规范化的中小企业征信机构；加强中小企业征信行业监管；培育中小企业信用意识。

A sound and effective credit investigation mechanism is at least composed of several elements including complete credit investigation database, perfect credit laws and regulations, developed credit agencies and moderate government regulation. SME investigation system building in China has made some achievements, showing the distinctive characteristics of the times. However, in establishing, there are some constraints, which have hindered its development. Therefore, the credit legislation has to be accelerated; SMEs＇ credit database has to be improved; standardized SMEs＇ credit investigation agencies has to be developed; supervision on small and middle credit industry has to be strengthened; and SMEs＇ credit awareness has to be cultivated.
