自然资源作为一种有限的稀缺性资源,自开采利用之日起就意味着终有枯竭的一天,而城市对发展的需求具有恒定性和无限性,这种资源有限供给与城市无限需求的矛盾,要求资源型城市在资源濒临枯竭之时谋求转型发展是必然的理性选择。本文尝试从经济、社会、资源环境承载力三个层面进行研究,对资源枯竭型城市现状及存在的问题进行梳理,在此基础上,分别从三个视角提出了资源枯竭型城市如何转型发展的路径选择,最后针对三个层面对城市转型进行了综合评述。

Natural resources, as one of limited and scarce resources, have meant to die out eventually since it was exploited. The demand of urban development, however, is constant and infinite. The limited supply of re- sources and urban unlimited demand are contradicted, which asks for seeking the restructuring and develop- ment as an indispensably rational choice when resource -based cities come to the verge of depletion of re- sources. Based on three insights in the economy, society and resources ＆environmental carrying capacity, this paper analyzes the current situations and existing issues in resource -exhausted cities. Furthermore, it lays out path selection in the restructuring and development of resource -exhausted cities from three perspectives above. Finally, urban transformation is reviewed from three levels.
