Production and operation of the mining companies is complex. The performance in the input and output of the complexity is that the coefficient matrix is presented as a function of time. In this paper, using the optimal control theory and methods, combined with the equation of the dynamic input- output, the dy- namics input- output optimal control model is constructed based on low- grade mineral resources, to provide a new idea and method for enhancing efficiency of the low- grade mineral resources comprehensive utiliza- tion.
