以1978年和1999年为界,建国后中国高等教育的规模变化可以分为三个阶段。对1949-2010年中国高校在校生数据的分析显示,中国高等教育的规模变化具有以下阶段特征：1949-1977年是小规模、大波动,1978-1998年是小规模、小波动,1999年以来是大规模、小波动。整体而言,对于中国高等教育的规模变化,政治因素的影响一直很大,经济因素的影响在日益变大,高等教育自身因素的作用亟待增强。

This paper divided the history of scale change in Chinese higher education into three periods by choosing 1978 and 1999 as the dividing years. The analysis of data of student enrollment in China＇s colleges and universities from 1949 to 2010 showed that scale change in Chinese higher education has the following characteristics in different periods： smaller scale and greater fluctuation in the period from 1949 to 1977, smaller scale and sligh-ter fluctuation in the period from 1978 to 1999, and larger scale and slighter fluctuation in the period since 1999. By taking higher education as a system and analyzing main influential systematic factors, the paper found that political factors have always exerted strong influence on the scale change in Chinese higher education, the influence of economic factors is become increasingly strong, and higher educational factors in their own rights should urgently be-come more influential.
