The civil reading integral system is a new measure to promote the civil reading. Aiming at inciting the civil reading, im- prove the whole people quality and contribute to smoothly push the construction of culture system reform, this paper expands the signifi- cance of the civil reading, gives the principles and contents of its construction and probes into the construction method from the per- spective of publicity, institutional framework, encourage, reward and so on. 4 refs.
