The socially sharing responsibility mechanism for environmental infringement is a shift of the loss caused by environmental in- fringement to the society and a compensatory mechanism in which the compensator is not the infringer or not the infringer only. The ne- cessity of establishing the socially sharing responsibility mechanism for environmental infringement in the minority areas finds repression not only in the relevant theory of solidarism but also in theories of ethics, economics, politics and sociology.
