对河北省近十年新建本科院校图书馆在人力资源结构、硬件和自动化设施建设、经费使用及资源建设、信息开发及服务方式等四个方面进行调查，深入分析存在的问题，探讨今后发展的基本思路和模式，从科学地建设文献资源、提高馆员综合素质、开拓多种信息服务方式等方面，提出增强图书馆为教学质量监控和保障体系服务能力的途径，以期对新建本科院校图书馆的发展有所裨益。

The paper conducts researches on libraries of new undergraduate institutions established by recent ten years.This study makes an inuestigation from four espects,including human resources strueture ;hardware and automation construction; funds cost and resources construction; and information development and serving modes.And then it analyzes present-existing problems thoroughly, and discusses development ideals and modes. Combining with literature resources construction, enhancement of the comprehensive quality of librarians,and development of different information servicing ways, it puts forwards new ways strengthening the capabilities on monitoring and assurance system for teaching quality, in order to be helpful for library development of new undergraduate institutions.
