从规则设计层面阐述集体森林资源资产评估体系的建立,提出在融合生态系统与资产评估的基础上,倾向于通过健全法规、完善政策和加强企业自律等手段的同时,建立集体森林资源资产评估信息平台,对集体森林资源资产评估的行为、工作、过程和有关当事主体进行规范,以维护改革秩序,促进公平交易。
