基于农业基础设施项目的特殊性,构建了农业基础设施项目的市场化指数模型,并采用德尔菲法对市场化指数模型各指标值进行科学赋值,最后依据市场化指数值的大小,对八大类农业物质性基础设施项目的投资主体进行定位,结果显示：市场化程度高的项目包括农业机械化、农产品仓储设施和农产品批发市场等三大类建设项目;市场化程度一般的项目包括中小型农田水利、农村信息服务和农村道路等三大类建设项目;市场化程度低的项目包括农村电力和大江大河治理二大类建设项目。由此提出如下结论：企业、农户等私人部门应是市场化程度较高项目的投资主体;政府应该是市场化程度一般的项目的主要投资主体应,同时私人部门也可参与投资;对于市场化程度较低的项目,投资主体应是政府。

This paper constructs the market-oriented index model based on the special nature of agricultural infrastructure projects,and uses the Delphi method to calculate the index value.Finally,investment subjects of eight categories in agricultural infrastructure projects based on the size of the index value are located.The result shows that projects with higher degree of marketization include agricultural mechanization construction projects,agricultural products storage facilities and agricultural products wholesale market.Projects with a common degree of marketization include small and medium-sized irrigation and water conservancy,rural information service and rural road construction projects.Projects with a lower degree of marketization include rural power construction projects and large rivers construction projects.Therefore,this paper points out that enterprises,farmers and other private sectors are the investment subjects of the higher degree of marketization projects.The investment subjects of the common degree of market projects are government,other private sectors can also participate in such investment.;The investment subjects of the lower marketization are mainly governments
