我国西部大开发战略实施10多年来成绩显著,但西部经济发展很大程度上源于政府纵向投资和高速度工业化的外部驱动效应,科技创新活动与经济活动的分离发展直接导致区域自我发展能力低下,可持续发展面临巨大挑战。依据内生增长理论,深入推进西部大开发战略,应该逐步强化以制度安排为主体的开发机制,转变经济发展方式,构建现代产业体系,优化要素配置机制,构建区域创新体系,培育内生增长机制,实现西部经济以自我发展能力为驱动力的内生增长态势。

Significant achievements have been made in the last decade ever since the implementing Western Development Strategy in China. However, the development of western economics is determined to a great extent by the external drive effects from government＇s vertical investment and highspeed industrialization. Moreover, the separation between the technological innovation and the development of economic activity led directly to the low capacity for regional self-development, and the two factors cause the sustainable development of western region faces enormous challenges. According to the Endogenous Growth Theory, we should advance Western Development Strategy further by strengthening gradually the development mechanism with iustitutional arrangements as the main body, changing the mode of economic development, establishing modern industrial system, optimizing the mechanism of elements allocation, building regional innovation system and fostering endogenous growth mechanism to achieve economic self-development capacity in western region.
