任何一种利益关系都是在一定的文化养育中成长起来的，文化价值奠定了经济主体基本的行为方式，我国既有伦理文化，难以为新农村利益关系的产生和发展提供必要的思想基础和制度材料。在建构市场经济条件下新农村利益关系时，必须进行基础性、全面性的伦理文化的建设工作。既要推进传统伦理文化的开拓创新，又要实现市场经济条件下农村的法治化，并在新农村集体主义的建构中实现农村集体利益与个人利益的双向存在。

Any kind of interests is to grow up in certain cultural upbringing, and cultural values determine the basic behavior of economic entities. The existing ethical culture is difficult to provide the necessary ideas for the emergence and development of new rural interests in thoughts foundation and institutional materials. In the construction of rural interests under the new market economy conditions, basic and comprehensive ethical culture must be carried out building work. We must push forward the inno- vation of traditional ethical culture, reinforce the legalization in rural areas under market economy conditions, and realize the two - way presence of rural collective and personal interests in the construction of new rural collectivism.
