建立出口商品生产基地，是中国扩大出口的重要举措。20世纪60年代初，中国政府致力于建立出口商品生产基地，制定并实施“三年规划”。这是党中央国务院决定的方针政策，但其政策和实践发展，有一个从探索到推广，在受到冲击和破坏后重新恢复和进一步发展的曲折过程。其兴衰成败，从一个侧面折射了中国社会主义建设和外贸出口的发展。历史的观察，出口商品生产基地是与计划经济体制紧密关联的。在改革开放的形势下，生产基地的建设也不断改革创新，20世纪80年代中期进入建设“出口生产体系”的历史新阶段。
建立齣口商品生產基地，是中國擴大齣口的重要舉措。20世紀60年代初，中國政府緻力于建立齣口商品生產基地，製定併實施“三年規劃”。這是黨中央國務院決定的方針政策，但其政策和實踐髮展，有一箇從探索到推廣，在受到遲擊和破壞後重新恢複和進一步髮展的麯摺過程。其興衰成敗，從一箇側麵摺射瞭中國社會主義建設和外貿齣口的髮展。歷史的觀察，齣口商品生產基地是與計劃經濟體製緊密關聯的。在改革開放的形勢下，生產基地的建設也不斷改革創新，20世紀80年代中期進入建設“齣口生產體繫”的歷史新階段。

The establishment of export commodity production base is an important measure for China to expand exports. In the early 1960s, Chinese government devoted to establish export commodity production base, and made and implemented Three-year Programme. That was the principle and policy by the CPC＇ s Central Commit- tee and the State Council, but the development of its policy and practice experienced from exploration to populari- zation and a tortuous process of resuming and further developing after getting the impact and destruction. Its suc- cess or failure reflects the development of China＇ s socialist construction and foreign trade export from one side. Historically speaking, export commodity production base closely relates with the planned economic system. Under the situation of reform and opening up, the construction of production bases have got continuous reform and inno- vation and entered a new historical stage of constructing ＂export production systems＂ in the middle of the 1980s.
