从公平和效率的视角对农村土地流转“成都模式”进行研究，在理论上分析该制度的公平与效率性，探索可以借鉴的经验；在实践上对促进农地资源的合理流动、增加农民收入、转移剩余劳动力等有重要的作用。以“成都模式”为出发点，对其影响因素、政策定位进行了判断，针对土地市场、土地产权、社会保障、政府行为和行政执法与监督等5个方面开展价值取向分析，总结出“成都模式”在农村产权制度、融资模式、耕地保护-社会保障-土地流转、农村社会保障制度-城乡一体化建设、城乡公共服务均等化方面的经验，并对其特殊性进行了判断。

Abstract：This paper studies the ＂Chengdu Model＂ of rural land circulation from the perspective of fairness and efficiency, analyzing in theory the fairness and efficiency of the model and exploring some useful experiences. The research is also significant in practice for the reasonable circulation of farmland, the increase of farmers＇ income and the transfer of surplus labuor and so on. Taking ＂Chengdu Model＂ as an example, the paper discusses the influencing factors and the policy position, and analyzes the value orientation from five aspects, i. e., land market, land property right, governmental conduct, administrative enforeement and supervision. The paper finally summarizes the experiences in rural property right, financing mode, cultivated land protection-social securityqand circulation, rural social security system-integration of urban and rural construction, urban and rural public service equalization, and judges the particular characteristics of ＂Chengdu Model＂.
