从我国城乡统筹下农村集体土地产权制度的现状出发，针对产权制度中所有权实现方式不明、农村集体土地征收补偿分配不公及差距大、农村社会保障覆盖率低、政府法治意识淡薄等社会问题，运用新公共管理的基础理论，探索确立了政府在产权制度改革中要走一条在公平与效率的抉择中加强政策储备、明确职责分工、增强服务理念的法治道路。
從我國城鄉統籌下農村集體土地產權製度的現狀齣髮，針對產權製度中所有權實現方式不明、農村集體土地徵收補償分配不公及差距大、農村社會保障覆蓋率低、政府法治意識淡薄等社會問題，運用新公共管理的基礎理論，探索確立瞭政府在產權製度改革中要走一條在公平與效率的抉擇中加彊政策儲備、明確職責分工、增彊服務理唸的法治道路。
종아국성향통주하농촌집체토지산권제도적현상출발，침대산권제도중소유권실현방식불명、농촌집체토지정수보상분배불공급차거대、농촌사회보장복개솔저、정부법치의식담박등사회문제，운용신공공관리적기출이론，탐색학립료정부재산권제도개혁중요주일조재공평여효솔적결택중가강정책저비、명학직책분공、증강복무이념적법치도로。
Based on the current situation of rural collective land property regulations in the overall urban-rural planning, and in view of the unclear implementation of ownership equity, the unfair allocation of compensation for rurat collective land expropriation, the low coverage rate of social security in rural areas and the weak awareness of law in the government, this paper applies the theory of new public management to explore the solution to the issues, advocating that the government should stick to the laws in the reform of land property system, enhance policy reserves, define the assignment of responsibilities and improve the consciousness of service.
