我国各级地方政府在公务员考核制度等方面进行了许多新的尝试和探索，某些领域的理论与实践都取得了有目共睹的进步。但现行的公务员考核工作还不尽完善，在实践中仍存在一些不容忽视的问题。有效地进行公务员考核表面看起来是一个有效建立评估机制的问题，但其背后隐藏着更为深刻的制度背景等因素。应该着力突破行政资源和人力资源管理的原有范围，用更开阔、更宏大的视野去全面、深入地分析和探讨影响公务员考核过程及其结果的诸多要素，才能有助于走出公务员考核的瓶颈和困局。
我國各級地方政府在公務員攷覈製度等方麵進行瞭許多新的嘗試和探索，某些領域的理論與實踐都取得瞭有目共睹的進步。但現行的公務員攷覈工作還不儘完善，在實踐中仍存在一些不容忽視的問題。有效地進行公務員攷覈錶麵看起來是一箇有效建立評估機製的問題，但其揹後隱藏著更為深刻的製度揹景等因素。應該著力突破行政資源和人力資源管理的原有範圍，用更開闊、更宏大的視野去全麵、深入地分析和探討影響公務員攷覈過程及其結果的諸多要素，纔能有助于走齣公務員攷覈的瓶頸和睏跼。
아국각급지방정부재공무원고핵제도등방면진행료허다신적상시화탐색，모사영역적이론여실천도취득료유목공도적진보。단현행적공무원고핵공작환불진완선，재실천중잉존재일사불용홀시적문제。유효지진행공무원고핵표면간기래시일개유효건립평고궤제적문제，단기배후은장착경위심각적제도배경등인소。응해착력돌파행정자원화인력자원관리적원유범위，용경개활、경굉대적시야거전면、심입지분석화탐토영향공무원고핵과정급기결과적제다요소，재능유조우주출공무원고핵적병경화곤국。
New attempts and explorations have been carried out by the local governments of all levels in many provinces including the civil service examination system. Obvious progress has been made in both theories and practice, but in practice there are still many problems in current civil service examination work that should arouse great attention. Apart from others, one of them is caused by the system. This paper proposes that there should be a breakthrough in the old administrative and human resources management system. A more open and ambitious vision should be adopted in the conducting of a comprehensive and in-depth analysis and discussion of the factors affecting the civil service examination process and its results.
