我国各级地方政府在公务员考核制度等方面进行了许多新的尝试和探索,某些领域的理论与实践都取得了有目共睹的进步。但现行的公务员考核工作还不尽完善,在实践中仍存在一些不容忽视的问题。有效地进行公务员考核表面看起来是一个有效建立评估机制的问题,但其背后隐藏着更为深刻的制度背景等因素。应该着力突破行政资源和人力资源管理的原有范围,用更开阔、更宏大的视野去全面、深入地分析和探讨影响公务员考核过程及其结果的诸多要素,才能有助于走出公务员考核的瓶颈和困局。

New attempts and explorations have been carried out by the local governments of all levels in many provinces including the civil service examination system. Obvious progress has been made in both theories and practice, but in practice there are still many problems in current civil service examination work that should arouse great attention. Apart from others, one of them is caused by the system. This paper proposes that there should be a breakthrough in the old administrative and human resources management system. A more open and ambitious vision should be adopted in the conducting of a comprehensive and in-depth analysis and discussion of the factors affecting the civil service examination process and its results.
