产业集群与城市群是经济发展的两个不同侧面。产业集群与城市群的发展构成相互作用而彼此影响以至联合的耦合系统。基于我国14个城市群面板数据的检验证明。产业和城市集聚的耦合指标对区域经济增长的促进作用较小，且具有滞后性。应加强城市群内各城市的产业发展的协调和规划，从整体上调整和优化产业结构和空间布局。

Industry cluster and city group are two different sides of economic development. The development of industry cluster and city group constitutes an interactive coupling systera. Based on the demonstration of 14 city groups＇ panel data, it was proved that the coupling of city group and industry cluster has weak function to promote regional economic growth, and its function is lagged behind. We should strengthen industry developing coordination and planning of each city inside city group, and adjust and optimize the industrial structure and the spatial layout on the whole.
