农村信用社改革一直是农村金融改革的核心问题。运用SCP范式研究农信社在产品服务和创新、治理结构、盈利能力等方面的情况，发现改革后农信社在收益率和不良贷款率等指标上有所改善，商业化已成为未来改革的主要方向。当前农村金融机构门槛准入放宽没从根本上改变农信社垄断地位，农信社产品服务差异化程度较低。市场定价机制失效以致农村资金外流较严重，服务“三农”效果不佳。未来需要加大政府支持、监督和引导力度，激励产品服务创新，农信社自身要完善治理结构，加强风险管理。

The reform of rural credit cooperatives has been the core of financial reform in the rural areas. By investigating such aspects as service,innovation, management, and profitability with a SCP paradigm, it is found that improvement has been made in yield rate and non-performing loan ratio,and commercial- ization has become the trend for future reform. However, the relaxed requirement for market access for the rural financial institutions has not changed the monopoly situation, causing low service differentiation, outflow of rural fund, and poor service to agriculture, rural areas, and farmers. To reform the rural credit cooperatives in the future, it is needed to strengthen government support, supervision and guidance, inspire service innovation, perfect structure, and enhance risk management.
