中国创新型试点企业是中国各行业中创新能力建设的领头羊,其创新能力与效率是国家创新能力的基础。本文首先梳理并构建了创新型企业创新活动影响要素的研究框架,在此基础上利用随机前沿分析模型考察了创新型试点企业的创新效率。研究发现,中国创新型试点企业整体创新效率偏低。从创新效率的行业分布看,和技术密集型行业相比,资源密集型行业内的企业创新效率更高一些。从创新效率的影响要素看,企业的经营规模、利润支撑、知识产权保护制度和创新激励制度都有助于企业创新效率的提升。但是,企业的知识存量、产学研之间的合作、政府对创新型企业的支持等要素都发生“失灵”,表明企业在创新过程中尚面临不少的问题。

For constructing innovation capability, China pilot innovative enterprises are leaders in various industries and their innovation capability is the basis of national innovation. This paper builds a stochastic frontier model according to the a- nalysis of influencing factors in innovation activities to analyze innovation efficiency of China pilot innovative enterprises. Em- pirical results show that innovation efficiency of China pilot innovative enterprises is low in general. Innovation Efficiency of Resource-intensive pilot innovative enterprises is higher than that of technology-intensive pilot innovative enterprises. As to the effecting factors, scale of business, profitability, protective system of intellectual property rights and innovation incentive sys- tem of enterprises all have remarkable positive function on innovation efficiency. But stock of knowledge, university-industry cooperation and government support fail in improving innovation efficiency. The result reveals that there are many problems needed to resolve for innovative enterprise in innovation process.
