本文研究如何引导资本流动流入农业产业、改善信贷配给及与之匹配的产业信贷政策，首先构建风险配给、数量配给分析框架，采用苏鄂两省调研数据，区别于以往采用直接询问方法分析信贷配给类型，本研究采用SPSS软件进行因子分析与聚类分析，克服问卷存在的次可加性问题，研究表明：数量配给占比较低，非价格配给中交易成本配给与风险配给占主要地位，因此实施优化种植结构、提高农产品附加值以推进农业产业化进程，相匹配的产业信贷政策为降低信贷交易成本、创新抵押品，改善信贷配给。
